DOE-IN Noble Finish Pre-Solicitation Notice

Background
The Department of Energy, Office of Intelligence and Counterintelligence (DOE-IN) intends to issue a Request for Proposal (RFP) solicitation for classified counterintelligence support services. This is a Pre-solicitation Notice. The notice is being issued for planning and information purposes only and is not a commitment by the Government to pay for any effort expended in responding to this notice or accept proposals as a result of this notice.

Work Details
The solicitation will be for Counterintelligence Program Technical Support Services under the NAICS Code 541690 (Other Scientific and Technical Consulting Services), with a small business size standard of $19 million. The acquisition will be solicited as a 100% Total Small Business set-aside. It is anticipated that the Government will award one (1) Indefinite Delivery / Indefinite Quantity (IDIQ) contract to the responsible offeror whose proposal is determined to be the most advantageous and presents the best value as evaluated under the criteria described in the forthcoming solicitation. Individual task orders that are issued against the IDIQ will be either Firm-Fixed Price, Time-and-Materials, or Labor Hour type orders.

Period of Performance
The anticipated overall period of performance of the single-award IDIQ will be eleven (11) years. The anticipated release date for this solicitation is mid-late January 2024.
