Description

The General Services Administration (GSA), on behalf of the Department of Energy (DOE), is conducting market research to identify potential vendors for a contract involving environmental consulting services. This initiative is spearheaded by the Western Area Power Administration (WAPA), specifically focusing on its Sierra Nevada Region (SNR). WAPA is a federal power marketing administration within the DOE that markets and delivers cost-based hydroelectric power across 15 states. The SNR plays a crucial role in maintaining and operating a high-voltage transmission system that includes nearly 18 substations and over 884 miles of transmission lines, delivering power from 11 power plants to wholesale customers in California.


The primary objective of this contract is to conduct ASHRAE assessments at various WAPA facilities within the Sierra Nevada Region during the base year. These assessments will take place at key locations including the Sacramento Energy Services Center & Sacramento Power Operations in Folsom, CA, Elverta Maintenance Facility, Substation, and Microwave Facility in Elverta, CA, as well as Keswick Substation in Redding, CA. These evaluations are part of WAPA's broader sustainability program aimed at enhancing environmental practices and ensuring compliance with relevant standards.


WAPA seeks to engage with environmental consulting services that can support its sustainability goals through detailed assessments and recommendations based on ASHRAE guidelines. The selected vendor will be expected to provide expert analysis and actionable insights that align with WAPA's mission to deliver reliable hydroelectric power while minimizing environmental impact. This effort underscores WAPA's commitment to integrating sustainable practices into its operational framework, thereby supporting both regional energy needs and national environmental objectives.
