DOE - Administrative Support Services - MRAS

The U.S. Department of Energy (DOE), through the General Services Administration (GSA), is conducting market research to identify potential contractors capable of providing administrative support services for the National Nuclear Security Administration (NNSA). Established by Congress in 2000, the NNSA is a critical agency within the DOE that focuses on enhancing national security through the military application of nuclear energy. The NNSA's responsibilities include maintaining and improving the safety, security, and performance of the U.S. nuclear weapons stockpile without conducting nuclear tests, reducing global threats from weapons of mass destruction, and responding to nuclear emergencies both domestically and internationally.

The specific focus of this solicitation is on supporting one of NNSA's major programs: the Office of Defense Nuclear Nonproliferation (DNN). The DNN plays a vital role in reducing and safeguarding vulnerable nuclear and radiological materials located at civilian sites worldwide. Additionally, it conducts applied research and development to strengthen U.S. responses to national security threats and enhance treaty verification measures. The office also applies policy expertise to counter global proliferation threats while managing workforce development programs aimed at ensuring consistent implementation of DOE/NNSA policies internationally.

To achieve these objectives, the DOE seeks a contractor that can provide comprehensive administrative support services tailored to meet DNN's diverse needs. This includes facilitating critical functions such as safeguarding international nuclear weapons materials at risk of theft or diversion and managing the safe disposal of surplus weapon-grade plutonium and highly enriched uranium (HEU). The contractor will play an integral role in helping DNN fulfill its mission by ensuring efficient administration that supports scientific research, policy development, international cooperation, and compliance with disarmament commitments.
