DoDMERB Medical Services

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation (SF1449) will not be issued.

Solicitation number is 47QFWA22R0008. The solicitation is issued as a Request for Proposal (RFP) in accordance with FAR Parts 12 (Acquisition of Commercial Products and Commercial Services) and 15 (Contracting by Negotiation).

The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-04, effective date: 01/30/2022.

This acquisition will utilize full and open competition; there are no set asides for small businesses. North American Industry Classification System (NAICS) Code is 621999 and the small business size standard is $16.5 million.

The Contract Line Item Numbers (CLINs) with the descriptions, estimated quantities and units of issue are identified in the attached Revised Appendix M - Pricing Spreadsheet dated 4.18.2022.

The General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services (AAS), Region 7, has received a request from the Defense Health Agency to acquire Department of Defense Medical Examination Review Board (DoDMERB) Medical Services. The mission of DoDMERB involves the medical evaluation of applicants to various Department of Defense (DoD) accession and DoD commissioning programs. Contracting services are required to provide a subcontracted network of medical providers and connectivity between DoDMERB, Applicants, the Prime Contractor and the various medical network providers. The Initial Medical Examinations (IME) and the Additional Medical Services (AMS) to be accomplished under the provisions of this contract are for the purpose of certifying civilian and military individuals who have applied for appointments to any of the five (5) Service Academies, or applications to the Reserve Officers Training Corps (ROTC) Programs, or the Uniformed Services University of Health Sciences (USUHS) and other programs, as required. The information gained through this medical examination shall be utilized by DoDMERB, military and contracted services medical officials to determine applicants' qualification status. This requirement consists of a forty-five (45) day transitional plus three (3) month base period and four (4) one-year option periods. Performance start date for the transition period is anticipated for May 17, 2022 with full performance beginning on July 1, 2022.

As stated in the attached document entitled 47QFWA22R0008 Revised Solicitation Sections K-M 4.18.2022 , offers shall be submitted through GSA ASSIST by April 29, 2022 at 10:00 AM Central Time.

Interested offerors must register in GSA ASSIST. The ASSIST Help Desk number is 1-877-472-4877. ASSIST webpage is https://portal.fas.gsa.gov/public/login. To submit a proposal for consideration after registration in ASSIST, an interested offeror must send the Contracting Officer an email identifying (1) offeror's name and Unique Entity Identifier (UEI), and (2) the name of an individual employee that is registered in ASSIST and who will act as the offeror's GSA point of contact (POC)/signatory for this requirement. Registered in ASSIST or Registration in ASSIST means an offeror is successfully registered in ASSIST such that the Government can select the offeror and their designated POC in ASSIST to receive the RFP and submit a proposal. Some offerors have multiple company divisions and employees registered in ASSIST making it difficult for GSA selection. Therefore, to ensure that all interested offerors have successfully registered in ASSIST and are able to submit a proposal, submission of the above ASSIST offeror information (offeror's name, UEI, and POC) is required no later than April 22, 2022 at 5:00 PM Central Time. An email must be sent to erin.quinn-neuendorf@gsa.gov. On April 25, 2022, the RFP for 47QFWA22R0008 will be issued in ASSIST to all offerors who responded with ASSIST registration information. Proposals may be uploaded in ASSIST once the RFP has been issued in ASSIST.

A virtual preproposal conference using Google Meet IS scheduled for April 5, 2022 at 10:00 AM Central Time. Registration is required. Interested participants shall email their name, company name, and email address to erin.quinn-neuendorf@gsa.gov no later than 10:00 AM Central Time on Friday, April 1, 2022.
