Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested, and a written solicitation will not be issued. This solicitation: HE1254-26-QE-010 is being issued as a Request for Proposal (RFP). All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03.

Please review all attachments to this combined solicitation carefully. A list of line items number(s) and items, quantities, and units of measure for the base year, four (4) option years and the FAR 52.217-8, Option to Extend Services, are attached as well as a description of requirements for the items to be acquired and the dates and places of delivery and acceptance.

The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition and is included by reference. The 52.212-1 Addendum to Paragraph (b) is incorporated by full text in the attached SF1449:

Background
The Department of Defense Education Activity (DoDEA) is issuing this solicitation for the reconditioning of football helmets and shoulder pads used by students in Europe. The goal of this contract is to ensure that all equipment is 100% safe for use in sports, adhering to the National Operating Committee Standards for Athletic Equipment (NOCSAE).

This solicitation is a combined synopsis/solicitation prepared in accordance with Subpart 12.6, and it requests proposals without issuing a written solicitation.

Work Details
The contractor shall provide non-personal services to recondition football helmets and shoulder pads, ensuring they are safe for use. Specific tasks include:
1. Identification: Apply a unique number inside each helmet shell.
2. Documentation: Record model numbers, interior component sizes, faceguard styles, and chinstrap styles for each helmet.
3. Inspection & Cleaning: Remove interior parts, inspect them for suitability, clean and sanitize, and replace any unfit components.
4. Hardware Replacement: Install new nuts and snap hardware as needed.
5. Labeling: Apply new warning labels on both the interior and exterior of helmets.
6. Certification Labels: Install new size and recertification labels on helmets.
7. Recertification: Certify all helmets in compliance with NOCSAE standards.
8. Refinishing: Paint helmets using NOCSAE-approved paint (gloss preferred), then buff and polish them.
9. Chinstrap Maintenance: Replace chinstraps if necessary or clean existing ones if not needed.

Period of Performance
The contract will be performed over a base year with four option years, starting from June 1, 2026.
