The United States Space Force (USSF) is seeking agile software development services to support the Space Launch Range mission. The purpose of this effort is to develop new software applications and features, modernize existing legacy software applications, and provide continuous engineering and operational support services for fielded software applications. The government intends to establish at least two software product teams to accomplish this effort. The contractor will be responsible for tasks such as user agreement definition, software development using the latest technologies, documentation support, configuration management, and software process improvement. The contractor will also be required to comply with cybersecurity guidelines and deliver cybersecurity artifacts with each software sprint delivery.

The place of performance for this contract is expected to be at the contractor's facilities at Cape Canaveral Space Force Station (CCSFS), Patrick Space Force Base (PSFB), and/or Vandenberg Space Force Base (VSFB). Technical interchange meetings and demonstrations may be conducted on-site or via video/teleconference as needed. The anticipated start date for the contract is in quarter 3 of calendar year 2023, with a three-year ordering period.

The performance objectives for the contractor include providing software enhancements/development using DevSecOps methods, supporting the construction of secure and reliable software applications, developing Infrastructure as Code for automated deployment, conducting appropriate testing, delivering training materials and user manuals, and providing continuous technical support to operational units and users. The contractor will be evaluated based on code quality and standards adherence, business satisfaction, test quality and coverage, product performance, process and continuous improvement, collaboration, productivity, and technical support response times.

Overall, this opportunity presents a significant need for agile software development services to support the USSF's Space Launch Range mission. The contractor will play a crucial role in developing and modernizing software applications while adhering to cybersecurity guidelines.
