The US Department of Defense (DoD) is seeking Smart Spaces through a Blanket Purchase Agreement (BPA) to support its activities in Europe. The purpose of the BPA is to provide streamlined delivery of smart spaces that include Building Automation and Controls Systems (BACS), Command, Control, Computer, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems, and Electronic Security Systems (ESS). The BPA covers the design, integration, installation, testing, and sustainment of these systems for DoD organizations in Europe. The contractor will work primarily near Wiesbaden, Germany and may need to obtain approved host nation Technical Expert Status Accreditation (TESA) personnel. The scope of work includes various solutions such as building automation systems, infrastructure, audiovisual systems, command centers, data centers, cloud computing, knowledge management systems, unified communications, intrusion detection systems, access control systems, video surveillance systems, physical security information management systems, mass notification systems, and more. The contractor will be responsible for developing a Quality Control Plan (QCP) and complying with security requirements.

The place of performance for this BPA is USAG Wiesbaden in Germany. However, the work will also be performed at various DoD installations in Europe within the USAREUR-AF's Area of Responsibility (AOR). The contractor may need to travel to attend meetings, site surveys, installations, and testing. Travel expenses will be authorized at rates no higher than the Joint Travel Regulation (JTR). The contractor must comply with security requirements and obtain the necessary clearances for personnel performing work under this BPA. Access to US installations and controlled areas is limited to personnel who meet security criteria and are authorized by Host Nation law to work in that country. The contractor must also comply with safety laws and regulations outlined in FAR 52.236-13 and the U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). The contractor will be required to develop an Accident Prevention Plan and conduct activity hazard analysis for each work activity. Personal protective clothing and equipment requirements must be in place for all personnel working on or visiting the site.

Overall, this BPA provides an opportunity for a contractor to support the DoD in establishing smart spaces in Europe. The contractor will be responsible for designing, integrating, installing, testing, and sustaining various systems to enable smart spaces for DoD organizations. The work will primarily take place near Wiesbaden, Germany but may also involve travel to other DoD installations in Europe. Compliance with security requirements and safety regulations is essential for successful performance under this BPA.
