NOTICE OF INTENT TO SOLE SOURCE

1. On behalf of the Sexual Assault Prevention and Response Office (SAPRO), Acquisition Management Directorate is issuing this Notice of Intent to Sole Source under the authority of 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements for D-SAACP services.

2. The Government intends to negotiate with only one source and award a firm fixed priced contract to National Organization for Victim Advocacy, 510 King St STE 424, Alexandria, VA 22314 for D-SAACP services. The period of performance for services will be a 12-month base period with four (4) 12-month option periods. See attached Performance Work Statement (PWS) for an explanation of required services.

3. The North American Industry Classification System Code is 611430 Professional and Management Development Training with a size standard of $15.0M.

4. This Notice of Intent to Sole Source is not a request for proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will be not accepted. However, all responsible sources that are capable of meeting the requirements for services as stated in the attached PWS may submit a written proposal, or quotation, which shall be considered by the agency. Written submissions shall clearly support and demonstrate the ability to perform the requirements as stated in the PWS. Responses must be sent to the designated points of contact listed below, by the established deadline. Submissions will be reviewed by the agency to determine if they can meet the service requirements.

6. Deadline for Response: 3:00 PM, EST, February 28, 2025. All responses shall be submitted electronically to the DHRA Contracting points of contact.

7. Interested contractors must be registered in the System for Award Management (SAM) in order to conduct business with the Government. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Notice; all costs associated with responding will be solely at the interested party's expense. All information received in response to this submission that is clearly marked Proprietary will be handled accordingly. Acknowledgement of receipt of responses will not be made and submissions to this Notice will not be returned.

Background
The Sexual Assault Prevention and Response Office (SAPRO) is issuing this Notice of Intent to Sole Source for the DoD Sexual Assault Advocate Certification Program (D-SAACP). The goal of this contract is to provide essential services that meet the agency's requirements under the authority of 10 U.S.C. 2304(c)(1), which allows for negotiation with only one responsible source.

Work Details
The contractor will be responsible for several key tasks as outlined in the Performance Work Statement (PWS):

1. **Work Breakdown Structure (WBS)**: Provide a WBS within 10 business days after award, defining tasks, responsibilities, outputs, timelines, and performance standards.

2. **Data Collection and Assessment Support**: Design 'to-be' business processes through user interviews, translating concepts into business processes, developing models, and validating them with subject matter experts.

3. **Monthly Status Reports**: Deliver monthly status reports by the 10th day of each month detailing performance metrics, schedule adherence, project plan updates, milestones achieved or missed, and other relevant data.

4. **Quality Control Plan (QCP)**: Implement a QCP to ensure compliance with service requirements and provide it within 15 business days post-award.

5. **Risk Management Plan**: Assess and manage risks associated with contract performance and maintain documentation.

6. **Performance Requirement Summary (PRS)**: Ensure accuracy in certification processes with specific error rates and compliance standards outlined in the PRS.

Period of Performance
The contract will have a base period of 12 months with four additional 12-month option periods.

Place of Performance
Contractor support will primarily be performed at the contractor's facility but will also require travel to government sites located at Mark Center Complex, 4800 Mark Center Drive, Alexandria, Virginia 22350.
