The Naval Nuclear Power Training Command is seeking a contractor to replace the exterior door card readers in several buildings at Joint Base Charleston Weapons Station in Goose Creek, SC. The purpose of this purchase is to upgrade the existing barracks locks and programming system. The work includes replacing a total of 1,818 door lock assemblies with approved locksets from Navy Installations Command (CNIC) Headquarters Housing. The new locks must be Onity Trillium Series, weatherproof, powered by AA lithium batteries, and have encryption capabilities. The installation is expected to take no longer than 30 consecutive days and must be completed by May 22, 2023. The contractor will also be responsible for demolition of the existing door lock assemblies and providing training for up to 20 government employees on the new system.

The work will be performed at buildings 2401 (Bowman Center), 2403, 2404, 2405, 2406, 2407, and 2408 at Joint Base Charleston Weapons Station. The contractor will need to provide all necessary labor, materials, equipment, and supervision to complete the project in accordance with the manufacturer's technical installation instructions and specifications. The existing door lock system must remain operational until all active locks have been upgraded.

Notable requirements include the remittance of 200 existing complete Onity HT24 door lock assemblies to the government and the provision of 6,000 new RFID access cards compatible with the system. The contractor must also provide limited upfront training for system transition and complete on-site training for up to 20 government employees on key programming, computer system operation, lock diagnostics, lock operation, and lock and battery replacement. A two-year warranty on lock parts only is required.

The contractor must comply with all applicable federal, state, and local regulations throughout the project. This includes compliance with environmental regulations such as the Toxic Substances Control Act of 1976 and proper waste disposal and recycling practices. Safety regulations, including OSHA requirements and EM-385-1, must also be followed.
