Purchase Agency: Army Data and Analytics Platform (ARDAP)

Reason for Purchase: The Army is seeking to improve its information readiness and data agility to gain decision advantage. The ARDAP program contributes to this goal by providing modern data and decision support tools and platforms, harnessing data across defense business systems, and modernizing the Army's training management system.

Work to be Acquired: The contractor will provide a wide range of technical and professional advisory services to support the full range of program/product management and administration, financial, technical, and business transformation. This includes advisory and consulting services, Systems Engineering and Technical Assistance (SETA), and incidental IT services. The contractor will support various organizations within the Army, including PM ARDAP, PM Defense Integrated Business Systems (DIBS), AMC, HQDA G4, and the Program Executive Office Enterprise Information System (PEO EIS) Organization.

Timeframe of Acquisition: The contract has a period of performance of one 12-month base year and four 12-month option years, for a total of five years and six months if all options are exercised.

Place of Performance/Delivery: The work is anticipated to be performed at various government sites, including Northern VA, National Capitol Region; Newport News, VA; Fort Lee VA; Fort Belvoir, VA; Aberdeen Proving Grounds, MD; Picatinny Arsenal, NJ; Huntsville AL; New Cumberland, PA; and other locations as necessary. Telework will also be authorized in compliance with directives during other than normal work conditions.

Notable Information: The contract will have a hybrid pricing structure that includes firm-fixed price and time-and-materials rates for labor, as well as cost-reimbursable rates for travel and other direct costs. The contractor will be responsible for developing and maintaining an effective quality control program to ensure services are performed in accordance with the Performance Work Statement (PWS). The government will evaluate the contractor's performance under the contract using a Quality Assurance Surveillance Plan (QASP).
