The Maneuver Battle Lab, located at Fort Benning, GA, is seeking comprehensive support for their experimentation and analysis efforts. The lab's mission is to conduct live and constructive experiments to support the development of concepts, requirements, and integration for various military formations. The work to be acquired includes capability development, science and technology research, concept development, and support for current operations. The lab operates in a matrix organization structure with three branches: Modeling and Simulation, Live Experimentation, and Analysis. The acquisition timeframe is a 31-day phase-in period beginning in July 2023, followed by an 11-month base period and four 12-month option periods. The place of performance is primarily at Fort Benning but may also include other DoD locations in the US and overseas.

The contractor will be responsible for providing program management, technical expertise, and analytical skills to support the lab's experimentation plan. They will conduct all tasks related to experimentation including planning, preparation, coordination, execution, analysis, and documentation. The contractor will also participate in the development of experiments and provide training for new equipment or concepts being explored by the lab. They will work closely with various agencies and organizations involved in experimentation efforts.

In addition to experimentation support, the contractor will also provide simulation environment planning and preparation services. This includes developing simulation environments, conducting verification and validation operations for models and simulations, and maintaining simulation databases. They will also provide network services support for LANs and WANs used in experimentation activities.

Logistics management is another key aspect of the contract. The contractor will be responsible for managing property and logistics for all experimentation activities. This includes signing for government-furnished equipment, sub-hand receipting equipment to end users, and serving as the liaison between the lab and other agencies requiring logistical support.
