DOD - Homeland Air Defense (HADS) - MRAS

The Headquarters Air Combat Command (HQ ACC) Mission Systems Branch is seeking support for Homeland Air Defense Systems. The acquisition falls under the One Acquisition Solution for Integrated Services (OASIS) contract. The objective of the task is to provide managerial, technical, and life cycle management support for HQ ACC's Homeland Air Defense C3 systems and radar/sensor systems. The work includes evaluating issues associated with battle management data, reviewing testing documentation for hardware/software upgrades, participating in validation/verification reviews, and providing technical expertise and advice. The timeframe of the acquisition is from January 2024 to December 2029, with options for extension. The place of performance is Langley AFB, VA.

The task order includes two main tasks: BATTLE CONTROL CENTER (BCC) C3 SUPPORT and ATMOSPHERIC EARLY WARNING SYSTEMS (AEWS) SUPPORT. Under the BCC C3 Support task, the contractor will provide technical expertise, logistics, and life cycle management support for the AN/FYQ-156A Battle Control System (BCS). This includes evaluating issues, reviewing testing documentation, coordinating maintenance training improvement opportunities, and providing technical advice on Information Assurance (IA) and Cyber Security. The contractor will also provide support for other systems such as the National Capitol Region – Integrated Air Defense (NCR-IADS) and the Wide Area Surveillance (WAS) program.

Under the AEWS Support task, the contractor will provide technical expertise, logistics, and life cycle management support for AEWS radars. This includes providing technical support in areas such as spares, training, support equipment, maintenance concepts, and technical orders. The contractor will also serve as ACC liaison with the AEWS System Support Manager Office and Canadian Air Defense Forces. They will review proposed modification programs, radar evaluation programs, and financial plans for Depot Purchased Equipment Maintenance. The contractor will also provide support for other systems such as the AN/FPS-117 Long Range Radar (LRR) fleet, AN/FPS-124 Short Range Radar (SRR) fleet, and Talon Archer program.

Overall, this task order aims to provide support for the management and sustainment of Homeland Air Defense C3 systems and radar/sensor systems. The contractor will be responsible for various tasks related to the BCC C3 Support and AEWS Support, including technical expertise, logistics, life cycle management, and liaison with program offices and other organizations. The acquisition has a timeframe of January 2024 to December 2029 and will be performed at Langley AFB, VA.
