This amendment is being issued to update information for solicitation HT0011-23-R-0109. Solicitation HT0011-23-R-0109 will be issued via SAM.gov on or around 22 January 2023. Continue to follow the requirement for updates.

The Defense Health Agency Contracting Activity (DHACA) in Falls Church, VA intends to procure Project Management Support Services for the DoD HIV/AIDS Prevention Program (DHAPP). This requirement will be solicited as a competitive 8(a) using Trade-off Source Selection procedures and only 8(a) certified vendors will be considered. The Government anticipates the award of a single firm fixed-price contract for a period of 60 months (12-month base year plus four (4) each 12-month option periods, with the option to extend up to six months).

This requirement is for the following services as described in the attached Draft Performance Work Statement (PWS): support training military personnel in selected foreign militaries to implement, maintain, and evaluate HIV/AIDS prevention, treatment, and clinical management programs. Services will also include augmenting the capability of DHAPP with contracted consultants, both in numbers and depth of expertise, when conducting HIV/AIDS prevention and education programs on a global scale in consonance with the aforementioned business objectives and the below management objectives. Lastly, support will also assist with the execution of the President's Emergency Plan for AIDS Relief (PEPFAR) and work together with the Office of the Global AIDS Coordinator in Washington, DC to provide operational knowledge and consultative expertise needed for monitoring and evaluation of ongoing or planned HIV/AIDS prevention, care, and treatment programs among members of the indigenous Armed Forces in participating nations. The final PWS will be provided in with the solicitation posting.

The NAICS code for this requirement is 541611, Administrative Management and General Management Consulting Services, size standard of $24.5 million. This notice is provided in accordance with FAR Subpart 5.205(f) for the purposes of publicizing this proposed action and is not to be considered a request for proposal. All responsible 8(a) businesses may submit a proposal for consideration in response to the final request for proposals (RFP) when it is solicited. The RFP will be posted under solicitation number HT0011-23-R-0109 and issued via SAM.gov for 30 days. Once the RFP is issued, it is imperative to review the site frequently for any updates and /or amendments. In order to be considered for award, prospective offerors must register with the System for Award Management (SAM) and obtain a Commercial and Government Entity (CAGE) code prior to any award being made. Paper copies of the RFP will not be physically issued, and telephone and faxed requests for the RFP will not be accepted.
