DoD Drug Demand Reduction Program PED and Steroid Testing - Sole Source Notice   3

Background
This solicitation is issued by the Department of Defense (DoD) in support of the Drug Demand Reduction Program (DDRP). The goal of this contract is to provide laboratory testing for anabolic steroids and performance-enhancing drugs (PEDs) on human urine specimens. The contractor will ensure compliance with the forensic and scientific specifications outlined by the World Anti-Doping Agency Code (WADAC) and DoD DDRP Instructions. This contract is a sole-source action intended to continue services currently provided under an existing contract that expires on August 24, 2025.

Work Details
The contractor shall furnish all labor, equipment, materials, and facilities necessary to perform testing for anabolic steroids and other PEDs explicitly listed in Classes S1, S2, and S4 of the WADAC Prohibited List. Testing must adhere to forensic and scientific specifications as per WADAC and DoD DDRP Instructions. Key performance indicators include:

1) 100% of test results reported within 7 business days of specimen receipt;

2) Monthly reports delivered on schedule with accurate information;

3) Compliance with Quality Assurance Surveillance Plan (QASP) for monitoring contractor performance;

4) Timely resolution of any issues encountered during testing.

Period of Performance
The contract will have a three-year ordering period from August 24, 2025, through August 23, 2028.

Place of Performance
The contract will be performed in the continental United States (CONUS).
