DoD Drug Demand Reduction Program PED and Steroid Testing - Sole Source Notice   2

Background
The Department of Defense (DoD) intends to solicit on a sole-source basis for laboratory testing of steroid and performance-enhancing drugs in support of the DoD Drug Demand Reduction Program (DDRP). The goal is to ensure operational readiness, safety, and security by deterring drug abuse through effective drug testing.

The Navy and Marine Corps Force Health Protection Command (NMCFHPC) is the requiring activity, with the Naval Supply Systems Command Fleet Logistics Center Norfolk handling the contracting.

Work Details
The contractor will provide all labor, materials, facilities, and equipment necessary to analyze human urine specimens for anabolic steroids and other performance-enhancing substances as defined by the Designer Anabolic Steroid Control Act of 2014. Testing will adhere to forensic and scientific specifications outlined by the World Anti-Doping Agency Code (WADAC) and DoD DDRP Instructions.

Key requirements include:
1. Conducting up to 19,000 initial tests for performance-enhancing drugs annually, including up to 1,140 Isotope Ratio Mass Spectrometry (IRMS) tests.
2. Testing specimens in batches not exceeding 350 specimens.
3. Providing 40 hours of expert telephonic consultation.
4. Implementing a priority testing procedure with report results delivered within an average of 7 business days, not exceeding 10 business days.

Period of Performance
The contract will have a three-year ordering period from August 24, 2025, through August 23, 2028.

Place of Performance
The contract will be performed in the continental United States (CONUS).
