The Naval Submarine Base (NSB) Kings Bay is seeking a contractor to evaluate the beneficial use of dredged material (BUDM) opportunities in and around NSB Kings Bay. The primary mission of NSB Kings Bay is to service and refit submarines for deployment into the Atlantic, which requires maintaining channel navigability through dredging of shoaled sediment. The existing Dredged Material Management Areas (DMMAs) at NSB Kings Bay do not have the capacity for dredged material through 2080, necessitating a change in dredged material management strategy. The contractor will be responsible for analyzing sediment transport and shoaling, scoping potential beneficial use sites, and developing a Beneficial Use Operations Plan that ensures operability through 2080. The project has a performance period of 730 days.

The contractor will leverage a recently completed Deltares Delft3D-FLOW model and Final Hydrodynamic and Sediment Transport Modeling Report to analyze the hydrodynamic forcings and sediment transport pathways contributing to shoaling within the subbase at NSB Kings Bay. They will also evaluate alternatives to reduce shoaling, such as sediment traps, and propose engineering with nature solutions that utilize tidal currents and other natural forces to decrease or minimize dredging requirements.

In addition, the contractor will conduct a thorough analysis of potential beneficial use sites surrounding NSB Kings Bay, considering factors such as cost efficiencies, increased DMMA capacity, benefits to navigation, installation readiness and resiliency, and environmental and community benefits. They will consider past, present, and future conditions, including sea level rise and marsh migration potentials. The analysis will include consideration of dredged sediment characteristics, BU site requirements, BU site capacity and optimal construction techniques, lifecycle benefits and costs of placement options, valuation of risk factors, ranking criteria for BU options, and trade-off analysis.

Upon completion of the analysis of BU alternatives and consultation with stakeholders, the contractor will develop a Beneficial Use Operations Plan that outlines short-term and long-term plans for the beneficial use of dredge material. The plan will include next steps for implementing top-ranked BU options, as well as further development of long-term options. The contractor will also host monthly status meetings and provide meeting minutes, and submit a final report documenting all analytical data and tasks, sediment transport and shoaling analysis, the selected plan, and actions/requirements/tasks to execute the plan.

The project schedule includes various milestones for submittals and meetings, with a total completion period of 730 calendar days.
