The Naval Submarine Base Kings Bay (NSB KB) is seeking a contractor to evaluate the beneficial use of dredged material (BUDM) opportunities in and around NSB Kings Bay. The primary objective is to find alternative methods for managing dredged material that will ensure operability through 2080. The contractor will be responsible for analyzing sediment transport and shoaling within the subbase channel, exploring alternatives to reduce shoaling, and proposing engineering solutions using natural forces to minimize dredging requirements. Additionally, the contractor will conduct a thorough analysis of potential beneficial use sites, considering cost efficiencies, increased capacity, navigation benefits, and environmental and community benefits. The project has a performance period of 730 days.

The project planning phase includes a kickoff meeting with the Jacksonville District office, where the scope of work, draft work plan, progress review meetings, and deliverables will be discussed. The contractor will also develop a project work plan outlining execution strategies. Analytical tasks include sediment transport and shoaling analysis, as well as scoping potential beneficial use sites. The contractor will evaluate different alternatives based on cost, projected future costs, environmental considerations, permit requirements, implementation tasks, and associated timelines. A selection of the beneficial use operations plan will be made in consultation with stakeholders.

Throughout the project, monthly status meetings will be held to provide updates on tasks completed, expenses incurred, and anticipated work for the following month.
