DOD - Dover AFB 2G Wireless LAN Upgrade - MRAS

The 436th Communications Squadron (436 CS) at Dover Air Force Base (AFB) is seeking to upgrade their existing 2G Wireless LAN equipment to the latest JITC approved hardware. The purpose of this upgrade is to increase bandwidth, signal strength, and improve wireless coverage across the base, particularly in the Flightline areas. The contractor will be responsible for providing the necessary equipment/materials (Wireless Access Points and Mobility Controllers) as well as professional support services such as survey, design, and installation. The work will include tasks such as assessing and designing an optimized plan for installation, installing/mounting/configuring access points both indoors and outdoors, testing cabling and fiber connections, integrating with existing network authentication server, and providing training on maintaining and configuring the new equipment. The delivery date for this project is within 120 calendar days from the date of contract award.

The place of performance/delivery for this project is Dover AFB in Delaware. The contractor will need to coordinate wireless outages with impacted stakeholders and ensure network routing exists between AP locations and Building 310 prior to installation. They will also need to provide a workspace for their personnel. All maintenance and repairs will be covered under warranty for a period of one year from the date of completion, and the contractor will provide sustainment of the installed wireless equipment for up to 3 years. The contractor network engineers must be CompTIA Security Plus certified or hold an equivalent or higher-level certification.

In terms of administrative responsibilities, the contractor's project manager (PM) will be responsible for hosting meetings, conducting a site assessment/redesign within 30 days post contract award, providing a System Installation Plan (SIP) and Project Support Agreement (PSA) within 60 days after the site assessment/redesign, and delivering knowledge management documents (as-built) to the government within 30 days after project acceptance. The 436th CS will ensure network routing exists, coordinate wireless outages, provide technical resources with administrative level access, and ensure a disposal area for hazardous waste generated by the contractor.
