The Department of Defense (DoD) is seeking support for its Department of Defense Information Networks (DoDIN) operations. The purchase agency for this opportunity is the 747th Communications Squadron (CYS), which is responsible for maintaining and modernizing the network infrastructure at Joint Base Pearl Harbor-Hickam (JBPHH) in Hawaii. The DoDIN is critical for the warfighting mission, as it supports all mission and business systems that rely on Core Services and Non-classified Internet Protocol Network (NIPRNet)/Secure Internet Protocol Router Network (SIPRNet). The work to be acquired includes Cyber Transport and Operations Support, Cyber Network Vulnerability and Change Management Support, Cyber Network Systems Equipment Management Support, and Cyber Transport Operations Support. The acquisition timeframe is from September 30, 2023, to September 29, 2024, with four one-year option periods. The place of performance is primarily at JBPHH in Hawaii, but travel within the Pacific AOR may be required.

The objective of this acquisition is to maintain and modernize the network infrastructure at JBPHH to ensure mission success and meet vital demands. The contractor will provide cyber transport and operations support, including managing the large and complex network infrastructure across JBPHH. They will also provide cyber network vulnerability management, change management support, equipment management support, and transport operations support. The contractor will need to have expertise in routing protocols, network management, element management tools, and first-level computer support. They will also need experience in deploying technologies in unique and diverse environments.

The performance requirements for this acquisition include providing tier one cyber operations services and troubleshooting, software installation and support, coordination of appointments for on-site or remote troubleshooting, processing and resolving trouble tickets using various ticketing systems, managing controlled cryptographic items, supporting compliance for system requirements, managing user profiles and organizational web pages, supporting equipment custodian office in deploying new equipment, and conducting account mediation. The contractor will also be responsible for network vulnerability management, change management, network vulnerability scanning, network server support, troubleshooting, and repair. They will need to monitor and maintain network hardware, software, and system utilities, perform cryptographic rekeys, respond to support calls and outages, and provide database management of the operational network. Additionally, the contractor will provide cyber transport support by tuning the enterprise network transport equipment and circuits for optimal performance, performing cyber transport operations and maintenance requirements, configuring and installing network devices, monitoring and repairing network hardware and software, performing cryptographic rekeys, and collecting performance metrics.

The contractor will need to meet acceptable quality levels for each task area, with a minimum acceptable accuracy rate of 90%. The period of performance for this acquisition is from September 30, 2023, to September 29, 2024, with four one-year option periods. Security requirements include having a Secret Facility Clearance from the Defense Security Service Facility Clearance Branch and personnel with interim or final Secret security clearances and IT-level eligibility. Contractor personnel will need to comply with all local security requirements at the government facility and adhere to Government security regulations. Access to classified information will be granted based on clearance level and justification for access. The contractor will also need to provide visit authorization letters for personnel requiring access to the government facility.
