DOD - Distributed Common Ground System (DCGS) Service Oriented ArchitectureEnte

The Distributed Common Ground System (DCGS) is seeking services for the development and integration of the Service Oriented Architecture–Enterprise Service Bus (SOA-ESB) system. The DCGS program is a ground solution for in-theater and Reach-Back/Reach-In PED capabilities used by all four uniformed services, coalition partners, and civil authorities. The SOA-ESB system is currently based on open-source software products and supports DCGS operations both CONUS and OCONUS. The contractor will participate in Agile methodology development, including architecture design, feature development, testing, and release activity as directed by the government. They will also provide support to the DCGS community, including integration support, training, problem debugging and fixes, issue resolution, and operations and exercise support.

The contractor will conduct SOA-ESB agile software development processes to develop and integrate software applications directed by the AF DCGS designated government Product Management Team overseeing the software development. They will participate in Agile events such as PI Planning events, Sprint Iteration reviews, Sprint planning, and Inspect, Adapt, and Solution demonstrations. The contractor will provide architectural engineering support for architectural and design engineering evaluations/analysis of AF DCGS Enterprise. They will also provide product owner support, dev team support, system administration for oversight and integration of automated testing and software systems, research of new technologies, oversee documentation for AF DCGS systems and fielding teams, prepare presentations and briefing materials, conduct SOA ESB roadmap planning and requirements refinement.

The contractor will also provide program management support for SOA-ESB software development activities. This includes managing schedules consistent with Agile processes, estimating effort completed by sprint and capability deliveries, projecting costs to support Sprint planning and completion assessment, providing recommendations to reduce timelines or minimize costs of development and community support. They will also provide overall program management of SOA-ESB software development efforts, community support, and the conduct of the development team. The contractor will develop and maintain a software development schedule, conduct management weekly teleconference tag-ups and PMO Program Management Reviews, and maintain appropriate security clearances for personnel.
