The Space Training and Readiness Command (STARCOM) Space Delta 10 (DEL 10) is seeking non-personal, non-inherently governmental advisory and assistance services for the development of USSF doctrine, tactics, and concepts. The contractor will provide technical expertise and support for doctrine analysis and development, conference planning, space policy analysis, and the development of tactical decision aids. They will also support the development and maintenance of a wiki-based tactics development tool for use across the USSF. The contractor will be responsible for analyzing space policy, strategy, and doctrine, developing and updating tactical doctrine publications, coordinating with USSF field commands and other stakeholders, and providing administrative support to Space Delta 10. The performance period for this contract is not specified in the summary.

The place of performance for this contract is primarily at 1050 Newport Rd, Colorado Springs, CO 80916 and 2355 Fairchild Drive, Gregory Hall, USAF Academy, CO 80840. However, alternate work locations at USAFA, CO, Schriever SFB CO, Peterson SFB CO, Vandenberg SFB CA, Patrick SFB FL, Washington D.C., Maxwell AFB AL, Los Angeles SFB CA, Fort Leavenworth KS, Langley AFB VA, Wright Patterson AFB OH, and Nellis AFB NV may also be required. Travel to these locations may be necessary for conferences and meetings.

Notable aspects of this opportunity include the requirement for personnel with Top Secret/Sensitive Compartmented Information clearances as well as access to classified information systems. The contractor will also be responsible for safeguarding controlled unclassified information (CUI) in accordance with DoD regulations. Additionally, the contractor will need expertise in software programming and development to support the development and maintenance of a wiki-based tactics development tool.
