The Army is seeking a contractor to take over the reselling services and operations of the Army Cloud Service Provider (CSP) and continually enhance the Army Cloud Management Portal (ACMP). The contractor will be responsible for reselling Cloud Service Offerings (CSOs) from Amazon Web Services (AWS), Microsoft Azure, Oracle Cloud Infrastructure (OCI), and Google Cloud Platform (GCP). They will also provide account and service provisioning, billing management services, and onboarding new CSPs as required. The contractor will need to automate processes and procedures to accelerate cloud migration and ensure compliance with security requirements. The contract has a base period of one year with four one-year options.

The work will be performed at various locations, including government facilities and contractor-provided facilities. The contractor will need to have appropriate security clearances for their personnel, with team members requiring direct access to cloud/IT infrastructure holding a SECRET clearance. The contractor will also be responsible for transition activities, including transitioning in and out of activities smoothly with minimal disruption to services. They will need to provide surge support if required by the government.

The contract includes performance requirements such as maintaining a positive customer experience, responding to CSP outages within one hour, controlling service costs, and ensuring the security of software/code provided or developed. The contractor will also need to comply with quality management standards and provide cost/financial reports. The period of performance is one year with options for up to six years. Travel and other direct costs incurred in the performance of the contract will be reimbursed.
