DOD - Cloud Enablement Division - MRAS

The Cloud Enablement Division (CED) of the Army Enterprise Cloud Management Agency (ECMA) is seeking customer support services for the Army's cloud modernization efforts. The scope of the contract includes providing outreach and engagement services, maintaining and optimizing the Cloud Modernization Approval Process (CMAP), and assisting customers through all components of CMAP. The contractor will also be responsible for process engineering, change management, knowledge management, and ServiceNow development. Additionally, there is an optional task for application and datacenter discovery to identify systems and applications in data centers planned for closure. The contract has a performance period starting on 18 May 2023.

The work to be acquired includes educating system owners, preparing the cloud environment, defining and approving architecture evaluations, funding and building cloud accounts, coordinating go-live activities, conducting routine check-ins, and facilitating divestiture. The contractor will also be responsible for managing the CMAP process, conducting capability assessments, maintaining a current customer backlog, facilitating advisory review boards, optimizing processes, publishing playbooks and newsletters, and providing organizational change management support.

The place of performance will primarily be within ECMA's Cloud Enablement Division. The contractor will work closely with ECMA divisions and capability teams from all echelons of the U.S. Army. The performance requirements include implementing dynamic reports/dashboards where possible, utilizing government-provided systems for solution implementation and documentation creation, and adhering to RMF controls for obtaining necessary approvals.
