The Air Force is seeking a contractor to develop a Life Cycle Cost Analysis (LCCA) for common bullet trap types used in small arms ranges at Tyndall AFB, FL. The purpose of the analysis is to determine the most cost-effective and safe bullet trap types for range operations. The contractor will conduct research to identify the four most commonly used bullet trap types in the United States and provide a detailed LCCA for each type. The analysis will consider factors such as installation, use, safety, disposal, and maintenance. The contractor will also provide contract management, planning, and reporting throughout the project. The period of performance for this contract is six months from the date of award.

The work will be performed at Tyndall AFB, FL. The Air Force owns and maintains both indoor and fully-contained outdoor small arms ranges at the base. The safety of range users, instructors, and maintenance workers is a top priority, and the bullet traps must address concerns such as fire prevention, physical safety from fired rounds, and health and environmental issues related to dust and metals generated during range operation.

Notable requirements for this project include conducting meetings and teleconferences to discuss research findings, review progress, and resolve any issues or questions. The contractor will also be responsible for submitting various deliverables throughout the project, including an outline for a kick-off meeting, bullet trap research analysis, draft LCCA reports at 50% and 90% completion stages, and a final completed LCCA report. All submittals will be reviewed by the Air Force Civil Engineer Center (AFCEC) Program Manager (PM) and other DoD personnel as necessary.
