The Air Force Civil Engineer Center (AFCEC) is seeking technical and professional expertise for the Airfield Protection, Installation Resiliency, and Blast (APIRB) Research, Development, Test and Evaluation (RDT&E) and new technology acquisitions. The contractor will be responsible for conducting RDT&E projects focused on providing solutions to identified airbase technology capability gaps in the areas of APIRB. The work will include research, development, test and evaluation of materials, technologies, processes, and prototypes to support various technical thrust areas such as blast and ballistic protection systems evaluation, protective systems for infrastructure and asset survivability against cased munitions, and mitigation of internal blast effects. The overall period of performance for this task order is from 17 June 2024 through 16 June 2029.

The contractor will be required to provide deliverables such as monthly status reports, funds and man-hour expenditure reports, interim and final technical reports, presentation materials, and quality control plans. They will also be responsible for managing other direct costs (ODCs), incidental government property maintenance, hazardous waste management, composite tool kit (CTK) custodianship, and test measurement and diagnostic equipment (TMDE) calibration. The contractor will need to ensure that all work is performed in accordance with applicable laws, regulations, Air Force standards and policies.

This opportunity provides a significant scope of work in the field of airfield protection and installation resiliency. The contractor will have the opportunity to contribute to the development of innovative solutions to enhance the survivability of personnel, infrastructure, and high-value assets against a variety of threats. The timeframe of the acquisition allows for long-term planning and execution of RDT&E projects. The place of performance will primarily be Tyndall Air Force Base in Florida.
