The Air Force Civil Engineer Center (AFCEC) is seeking technical and professional expertise to support their Airfield Protection, Installation Resiliency, and Blast (APIRB) Research, Development, Test and Evaluation (RDT&E) and new technology acquisitions. The contractor will be responsible for conducting RDT&E projects focused on providing solutions to identified airbase technology capability gaps in areas such as blast and ballistic protection systems evaluation, protective systems for infrastructure and asset survivability against cased munitions, airbase camouflage, concealment and deception technology development, and more. The overall effective period of performance for this task order is 17 June 2024 through 16 June 2029. The contractor will be required to provide deliverables such as monthly status reports, funds and man-hour expenditure reports, interim and final technical reports, and presentation materials.

The contractor will need to conduct research, development, test and evaluation of materials, technologies, processes, and prototypes to support the objectives of the APIRB Technical Thrust Areas. This includes evaluating blast and ballistic protection systems, updating or developing design criteria for protective systems, researching camouflage, concealment and deception techniques for airbase infrastructure, developing protective systems for infrastructure against cased munitions, researching blast and ballistic protection for guided munitions, developing resiliency technologies for airbases, exploring new methodologies for rapid prototyping technologies, mitigating internal blast effects on infrastructure, and developing protective concepts and systems against forced entry.

The contractor will be responsible for providing monthly status reports detailing the major activities accomplished during the month as well as financial reports tracking funds and man-hour expenditure. They will also need to submit interim and final technical reports summarizing the work performed during the task order contract. The contractor will be expected to meet performance objectives related to general technical performance, technical area performance, technical reporting, MSR/FMER reporting accuracy and timeliness. Quality control procedures should be implemented to ensure the timeliness, completeness, and quality of technical work, reports, and publications.
