The Air Force Civil Engineer Center (AFCEC) is seeking technical and professional expertise in support of Airfield Protection, Installation Resiliency, and Blast (APIRB) Research, Development, Test and Evaluation (RDT&E) and new technology acquisitions. The contractor will be responsible for conducting RDT&E projects focused on providing solutions to identified airbase technology capability gaps in the areas of APIRB. The work will include research, development, test and evaluation of materials, technologies, processes, and prototypes to address blast and ballistic protection systems evaluation, update/develop design criteria for protective systems, airbase camouflage, concealment and deception technology development, protective systems for infrastructure and asset survivability against cased munitions, blast and ballistic protection for guided munitions, resiliency technology development, new methodologies for rapid prototyping technologies, mitigation of internal blast effects, and protective concepts and systems against forced entry.

The period of performance for this task order is 17 June 2024 through 16 June 2029. The task order is a Cost Plus Fixed Fee (CPFF) for labor contract with Cost Plus No Fee for Other Direct Cost (ODC) and Travel CLINs. The North American Industry Classification System (NAICS) code for this task order is 541715 Research and Development (R&D) in the Physical, Engineering, and Life Sciences. The contractor will be required to provide deliverables such as monthly status reports (MSRs), funds and man-hour expenditure reports (FMERs), interim and final technical reports, presentation materials, quality control plan, contingency plan, O&M instructions for R&D equipment, and final report.

The place of performance for this task order is primarily Tyndall Air Force Base (TAFB), Florida. The contractor will be responsible for planning, designing, executing, analyzing, and reporting RDT&E and technical activities primarily on-site using government furnished equipment and test ranges. Off-site work may be authorized on a case-by-case basis. The contractor will also be responsible for purchasing additional tools, supplies, services, or equipment needed to perform the task order and for repair and minor maintenance of incidental Government property used for work plans executed during the performance of the task order. The contractor will need to comply with all federal, state, AF and AFCEC regulations and instructions pertaining to the accumulation and management of hazardous waste generated during performance of the task order.
