The Defense Language Institute Foreign Language Center (DLIFLC) is seeking a contractor to provide Training and Education (T&E) products in support of the Department of the Army. The contractor will be responsible for designing and developing 508 compliant courseware for the Advanced Language Enhancement Course (ALEC) in Chinese, Korean, and Spanish. Each target language course will consist of 40 hours of interactive, asynchronous instruction. The contractor will also be required to design and develop learning activities, checks on learning, practical exercises, tests, and a course-level posttest. The courseware must operate on both Windows and Mac OS systems and be compatible with desktops, tablets, and mobile phones. The period of performance for this contract is 21 months from the contract award date.

The ALEC courses are designed to provide advanced language training resources to Foreign Area Officers (FAOs), Department of Defense (DOD) linguists, and other government personnel. The courses aim to enhance language skills and cultural competency through online self-study and facilitated instruction. The contractor will be responsible for selecting authentic materials in the target languages that are appropriate for the target audience and meet the required proficiency level. The courseware must incorporate speech recognition technology for evaluation of pronunciation and include visual and/or auditory cues to enhance instruction.

The contractor will also be required to provide supporting products such as focus points, a searchable glossary, e-Mentor notes, enrichment pages, and a facilitation guide for each course. The principal target audience for these courses is DOD-linguists including grade O-4 through O-6 FAOs who have completed at least one operational FAO assignment overseas. The contractor must have key personnel with expertise in program management, software systems engineering, software development, instructional design, multimedia artistry and animation, audio production, and subject matter expertise in foreign languages.

Overall, this opportunity presents a significant contract for a contractor to provide advanced language training resources to the Department of the Army. The contractor will be responsible for designing and developing courseware in three target languages, incorporating interactive elements and speech recognition technology. The contract has a 21-month period of performance and requires key personnel with expertise in various fields.
