Background
The Walter Reed Army Institute of Research (WRAIR), specifically the Pilot Bioproduction Facility (PBF), is seeking an electronic signature cloud-based software system to facilitate electronic document sending and signing.
This requirement is in compliance with Food and Drug Administration (FDA) standards and Federal Risk and Authorization Management Program (FedRAMP) regulations.
The Defense Health Agency Contracting Activity (DHACA) is responsible for the contracting process.

Work Details
The contract requires the delivery of a DocuSign eSignature Software System, which must include:
- eSignature Life Sciences Add On for Volume (for 21 CFR part 11 compliance)
- eSignature Enterprise Pro with FedRAMP-Envelope
- Enterprise Premier Support with FedRAMP for the duration of the contract.

The software must be delivered within 14 days of contract award and include support and maintenance throughout the contract period, ensuring functionality without downtime.
The vendor must allow software vulnerability scans and provide ongoing support to address any identified vulnerabilities.
Accessibility features must control document access based on PBF requirements, protect document data and audit trails, validate sender and receiver identities, ensure documents are immutable, and maintain a minimum of 99% uptime.
The software must comply with various regulations including FedRAMP moderate authorization, DoD Impact Level 4, 21 CFR Part 11, eIDAS standards, HIPAA compliance, and include features such as agreement actions and recipient connections.
