11. The purpose of this amendment is to:

a. answer questions submitted by potential offerors;
b. Provide a revised Performance Work Statement including technical exhibits;
c. Provide a revised Contract Line Item Number Structure;
d. Extend the closing date and time of the solicitation from 1 March 2018, 11:00 am (MTZ) to 5 March 2018, 2:00 pm (MTZ).

2. Question 1: Technical Exhibit 1 PRS Item 3 PWS Reference Para 5.4 states material destroyed shall not exceed 1 4" in diameter after destruction. The NAID (National Association for Information Destruction) has a standard of 5/8" in diameter for material of all general business classifications including medical facilities (HIPAA entities). This threshold will most likely be unattainable by NAID certified companies bidding on the project.

ANSWER TO QUESTION 1: The standard listed in PWS Para 5.4 is the correct standard. "Destruction process shall utilize, at a minimum, a hammer mill or equivalent process to ensure destruction of material, with no opportunity for document reconstruction. The PRS has been revised to match the PWS. The hammer mill or equivalent is the method to reach the 5/8th inch standard.

Question 2: Section 5.3 Hard Drive, Tapes, and Cell Phones Destruction of PWS dated 2/02/2018, paragraph a. allows for off-site destruction of these materials. The Pricing Sheet pages 1 and 2 states on-site destruction services. Most media destruction contracts allow for off-site destruction of these types of materials. Please clarify this conflict.

ANSWER TO QUESTION 2: PWS section 5.3 is correct. The pricing sheet (CLIN Structure) has been revised and is included as an attachment to this amendment.

Question 3. Please confirm that all bidders on this solicitation are certified members of NAID. There are companies who are members of NAID but are not certified members and thus are not subjected to NAID audit requirements.

ANSWER TO QUESTION 3: The requirement for NAID certification listed in the combined synopsis solicitation has been added to the PWS in paragraph 1.6.13. All offerors must meet this requirement.

Question 4. I have an additional question for clarification. Is this a Best Value or Lowest Technical Acceptable Price (LTAP) solicitation?

ANSWER TO QUESTION 4: See FAR 52.212-2, Evaluation of Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose technically acceptable offer conforming to the solicitation is the lowest price.

Question 5. Reference PRS Item 3: Commercial shredding trucks are not capable of shredding to a guaranteed size of 1 4" in diameter after destruction.

The final outcome of materials is rendered essentially unreadable or indecipherable and

otherwise unable to be reconstructed.

Will that standard be acceptable for the required service for this contract?

ANSWER TO QUESTION 6: See PWS paragraph 5.13. The CLIN structure has been changed to reflect the correct PWS paragraph.

ANSWER TO QUESTION 7: No. See FAR 52.219-6, Notice of Total Small Business Set-Aside.

Question 8. Can media and paper shredding be separated?

ANSWER TO QUESTION 8: No.

Question 9. Can we bid solely on media?

ANSWER TO QUESTION 9: No.

Question 10. Can you estimate the number of shred events per year for media?

ANSWER: Based on historical data, the number is four.

Question 11. Is an extension possible?

ANSWER TO QUESTION 11: The closing date and time is hereby extended to March 5, 2018, 2:00 pm (MTZ).

3. The revised CLIN structure and the revised PWS (including Technical Exhibits) are attached to this amendment.
