Description

The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service-disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 561990 with size standards of $16.5 million. Note that if VA's pending market research establishes that two or more SDVOSB or VOSB, who are certified on SBA's VetCert, Veteran Small Business Certification (sba.gov), can perform the project at a fair and reasonable price, VA will set aside the underlying solicitation per 38 U.S.C. 8127.

Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought Synopsis, a solicitation announcement may be published on SAM.gov and/or GSA eBuy. Responses to this Sources Sought Synopsis are not considered adequate responses to the solicitation announcement.

Complete all the information attached and provide any pertinent documents/ information necessary to determine your organization ability to perfom all the requirements in the Statement of Work. Indicate if you can service all the listed cemeteries listed in the SOW and/or indicate the cemeteries you can service.

General Requirements:

The National Cemetery Administration (NCA) has a requirement to establish a Blanket Purchase Agreement (BPA) for the Midwest District for Document Destruction-Shredding Services.

The Contractor shall provide document destruction services. Destruction will be accomplished only at the locations listed in the Statement of Work (SOW) using a vehicle equipped for mobile shredding. Work is to be accomplished by bonded employees. Contractor is responsible for maintaining liability insurance for the duration of the contract, and for following all pertinent federal and state regulations about transportation and destruction of classified documentation. All documents shall be shredded on-site and removed from the following premises and transported to an appropriate location to be discarded or recycled. During shredding of the documents, it must be maintained in a secured container in a designated holding area, which will prevent any disclosure or unauthorized access. The destruction of the information must be witnessed either by a federal employee. The locations shall not be required to separate documents by color or grade of paper, nor remove paper clips and other fasteners. Contractor shall furnish keys for the containers provided under this contract. Each container provided shall have information on it listing the acceptable and non-acceptable items that may be placed inside.

All requirements will be specified in the Statement of Work.

The intent is to establish a Firm-Fixed-Price, single and/or multiple Blanket Purchase Agreements for one base year and four 1-year options with the Governments discretion to exercise.

The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.

The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set aside or full and open competition may be determined. No sub-contracting opportunity is anticipated.

Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service- Disabled Veteran-Owned Businesses or Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Small Business Administration website: https://veterans.certify.sba.gov/.

All responses under this notice must be emailed to Roberto Escobedo at roberto.escobedo@va.gov and use the following title in the Subject Line: 36C78625Q50212 Document Destruction-Shredding Service MWD. Telephone responses shall not be accepted.

Responses must be received no later than April 14, 2025, at 10:00 am. PST. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this request for information. Responses to this notice shall not be considered as requests to be added to a prospective bidders list or to receive a copy of the solicitation.

Background

Work Details
The contractor will provide document destruction services at specified locations using mobile shredding vehicles operated by bonded employees. Key responsibilities include:
- Maintaining liability insurance throughout the contract duration and adhering to federal and state regulations regarding classified documentation destruction.
- Shredding documents on-site and transporting shredded materials to appropriate disposal or recycling locations.

Place of Performance
Services will be performed at various locations including: Abraham Lincoln National Cemetery, Fort Custer National Cemetery, Fort Snelling National Cemetery, Jefferson Barracks National Cemetery, Leavenworth National Cemetery, and Ohio Western Reserve National Cemetery.
