Document Delivery Point Plan

Background
The Department of the Air Force (DAF), through the 772d Enterprise Sourcing Squadron, is seeking businesses to provide a one-year subscription for a document delivery point plan that specializes in AI-powered literature management and systematic literature review solutions. The goal is to enable users to efficiently organize, discover, understand, and synthesize research materials.

Work Details
The contractor will provide a subscription service that includes:

1. Access to a database with over 150 million publications and an AI-powered literature monitoring solution that streamlines research workflows and provides seamless access to full-text articles.

2. Capabilities to summarize articles, translate them into different languages, and simplify complex concepts.

3. Integration of the systematic literature review process into a single AI-powered platform that saves time and minimizes errors.

4. Document delivery capability that allows for one-click ordering of full-text articles, with a browser extension displaying a 'Get PDF' button indicating cost and estimated delivery time. Articles must be delivered directly to the library.

5. Access to over 140 million scholarly articles including hard science journal articles, conference abstracts, grants, patents, clinical trials, and related research materials.

6. Access to more than 10,000 citation sources and articles from major publishers such as Elsevier and IOP Publishing.

7. Ability to test the platform with provided username and password to evaluate if it meets requirements.

Period of Performance
One year from the date of contract award.

Bidder Requirements
Bidders must demonstrate relevant experience providing similar products, include product literature or technical specifications, indicate whether they will self-perform or utilize subcontractors, and provide general company information including company name, address, point of contact details, CAGE Code, Unique Entity ID, and any socioeconomic status such as Women-Owned Small Business or Service Disabled Veteran Owned Small Business.
