Dock Side: USCGC SWORDFISH Dockside AVAILABILITY FY2027

Background
The U.S. Coast Guard, Surface Forces Logistics Center, Norfolk, VA is issuing this Sources Sought Notice to identify sources capable of providing dockside repairs for the USCGC SWORDFISH (WPB-87358).

The purpose of this notice is to determine if there are companies that can meet the agency's requirements and to gather information on commercial practices related to the needed services.

Work Details
The contractor shall provide all necessary facilities, materials, equipment, and personnel to perform dockside repairs on the USCGC SWORDFISH (WPB-87358).

The scope of work includes:
1. Assessing watertight closures;
2. Conducting thermographic inspection of the electrical power distribution system;
3. Cleaning and inspecting engine room supply and exhaust fan assemblies in the ventilation system;
4. Cleaning ducting in the HVAC system;
5. Upgrading the 24VDC distribution system.

Period of Performance
The anticipated period of performance is for 30 calendar days, starting from May 4, 2027, to June 1, 2027.

Place of Performance
All work will be performed at the vessel’s home port in Port Angeles, WA 98362. There are no geographical restrictions for this cutter.

Bidder Requirements
Companies must demonstrate capabilities necessary to meet or exceed the stated requirements. They should provide documentation verifying small business certifications if applicable (e.g., 8(a), HubZone, SDVOSBC, VOSBC, EDWOSB, WOSBC).

Additionally, bidders must include a statement of proposal submission indicating their intention to submit a proposal as a prime contractor if a solicitation is issued and provide past performance information relevant to similar work.
