Description

The General Services Administration (GSA), on behalf of the Department of Commerce (DOC), is currently conducting market research to identify potential contractors for a project involving the National Institute of Standards and Technology (NIST). NIST, a non-regulatory federal agency within the DOC, is dedicated to promoting innovation by advancing measurement science, standards, and technology. To support its critical operations, NIST has installed Uninterruptible Power Systems (UPS) across several facilities to protect equipment from power disruptions such as outages, spikes, and brownouts. Ensuring these systems remain fully operational is essential for maintaining the integrity of NIST's work.

The contract seeks services for preventative maintenance and emergency repairs of approximately 25 UPS systems spread across nine buildings at NIST's facilities. The buildings include 215, 216, 217, 218, 219, 227, 235, 302, and 317. The scope of work encompasses round-the-clock emergency repair services and routine on-site preventative maintenance tasks such as UPS battery replacements and AC/DC capacitor replacements. These services are crucial in maintaining the reliability and functionality of the power systems that support NIST's critical applications.

The UPS systems involved in this project are manufactured by leading Original Equipment Manufacturers (OEMs) including Eaton Electrical Inc., Schneider Electric Co., Toshiba Corp., and Vertiv Corp. Notably, an upgrade is planned for Building 215 where an existing 375 KVA UPS will be replaced with a new Eaton UPS rated at 600 KVA in the year 2025. Additionally, several other UPS units are scheduled for replacement in different buildings by the year 2027. For specific cases like Building 302's Eaton UPS used in a co-generation system (CHP), maintenance will be performed after hours during scheduled site-wide outages.
