Description

The U.S. General Services Administration (GSA), on behalf of the Department of Commerce (DOC), is conducting market research to identify qualified contractors capable of providing technical engineering staff support for the National Telecommunications and Information Administration (NTIA). This initiative is managed through the Institute for Telecommunications Sciences (ITS), which plays a pivotal role in performing basic research in radio science, supporting NTIA's policy development and spectrum management activities, and addressing telecommunication challenges faced by various governmental bodies, private corporations, and international organizations.

The scope of work under this solicitation involves the establishment of a multi-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The selected independent contractors will be tasked with delivering comprehensive engineering support services that align with ITS's research objectives and mission programs. These services must adhere to all relevant laws, regulations, legal agreements, and business documents. The primary focus will be on supporting technical engineering positions essential for advancing ITS's mission.

The anticipated roles covered under this IDIQ contract include a range of specialized engineering positions such as XG Engineer (Cellular Systems Engineer), RF Engineer, Software Defined Radio (SDR) Engineer, RF Security Engineer, Communications Theory Engineer, Cellular Network Engineer, Data Engineer, Software Engineer, Electronics Technician, and Video QoE System Engineer. Contractors may also be required to perform additional tasks incidental to contract performance or related to compliance with government policies and regulations.

By engaging skilled contractors across these disciplines through carefully defined task orders, ITS aims to bolster its capacity to conduct cutting-edge telecommunications research while effectively managing its spectrum resources. This effort underscores the DOC's commitment to fostering innovation in telecommunications technology and ensuring robust policy frameworks that support national interests in an increasingly connected world.
