Description

The Department of Commerce (DOC), through the General Services Administration (GSA), is seeking to enhance the operational capabilities of the Atlantic Oceanographic and Meteorological Laboratory (AOML) by acquiring new Uninterrupted Power Supply (UPS) units. This initiative is a part of a broader effort to ensure continuous power supply for critical data center operations, especially during adverse environmental conditions such as hurricanes. The existing UPS infrastructure at AOML consists of two APC Symmetra 150KW units, which are expandable to 250KW. However, recent assessments have indicated that more efficient models with sealed units capable of operating under high temperature and humidity conditions would better suit the laboratory's needs.

The GSA is conducting market research to identify potential vendors capable of supplying and installing two new UPS units with specific technical requirements. These units must have a power capacity of 160kW each, with features such as integrated switch cabinets, network monitoring capabilities via Bacnet and Modbus, and web-based remote monitoring. Additionally, the UPS systems should include an LCD touch screen for onsite monitoring, RS232 and USB connections for firmware updates, and be able to withstand temperatures ranging from 32 to 140 F with humidity levels between 5% and 95%. The noise level should not exceed 70 dBA, ensuring minimal disruption in operational environments.

The deliverables for this contract include not only the provision of the UPS units but also their complete installation with all necessary mounting hardware. A minimum three-year onsite warranty is required along with round-the-clock technical support throughout the year. The successful vendor will also be responsible for training AOML personnel on operation and monitoring post-installation. Furthermore, integration with AOML's existing building management system using Kantech Metasys software is crucial for seamless operational continuity.

Installation specifics demand that full unit stainless steel drip pans be placed under each UPS unit with adequate drainage through adjoining walls. Additionally, re-routing all input and output power lines using specified wiring standards is necessary to align with current setups. This project underscores DOC's commitment to maintaining robust infrastructure capable of supporting vital meteorological research activities essential for accurate hurricane forecasting.
