DOC NOAA - NWS Generator/ATS Replacement - MRAS

The Department of Commerce (DOC), through the General Services Administration (GSA), is conducting market research to support the National Oceanic and Atmospheric Administration (NOAA) and its National Weather Service (NWS) Southern Region. The primary objective of this initiative is to ensure that Weather Forecast Offices (WFO) across fourteen locations are equipped with reliable emergency power generators. The existing generators have exceeded their manufacturer's recommended service life, increasing the risk of power outages that could impede critical weather forecasting operations.

The scope of work involves the removal and proper disposal of outdated emergency power generators and associated equipment, followed by the purchase and installation of new generators and automatic transfer switches. Specifically, the project requires replacing oversized existing generators with appropriately sized Kohler 277/480-volt 3-phase diesel generators. These new installations must be capable of handling full building electrical loads, as determined by internal load analysis conducted by NWS. Each generator will be accompanied by a Kohler transfer switch, battery charging/maintainer systems, coolant heaters, remote annunciator panels for monitoring purposes, and a 25-gallon day tank with controller and pump.

Additional tasks include pressure washing the interior of generator buildings while they are vacant, ensuring proper freight delivery to each site, installing new exhaust systems compliant with applicable codes and regulations, performing initial start-up tests for all equipment, providing comprehensive onsite training for personnel on maintenance and operations, supplying service manuals in both hard copy and electronic formats, ensuring all equipment grounding meets applicable standards, and providing a minimum three-year manufacturer warranty covering parts and labor.

Optional tasks involve refurbishing or replacing fuel tanks at various sites where necessary. This includes evaluating existing tanks' conditions at locations such as San Juan, Key West, Brownsville among others. The goal is not only to replace aging infrastructure but also to provide training for local personnel to maintain operational readiness efficiently. By achieving these objectives through this contract solicitation process managed via GSA's eBuy platform, NOAA aims to enhance its resilience against power disruptions thereby sustaining uninterrupted weather forecasting services across its Southern Region offices.
