Description

The U.S. General Services Administration (GSA), on behalf of the Department of Commerce (DOC), is conducting market research to support the National Oceanic and Atmospheric Administration (NOAA). NOAA's mission is to understand and predict changes in climate, weather, oceans, and coasts while conserving and managing coastal and marine ecosystems. The Office of the Chief Administrative Officer (OCAO) plays a crucial role in supporting this mission by overseeing NOAA's assets and infrastructure through six major programmatic areas, including Audit and Information Management, Facilities Operations, Logistics Operations, Facilities Engineering, Real Property Management, and Safety and Environmental Compliance.

NOAA's Logistics Operations Office is tasked with developing policies and guidelines for personal property management while ensuring compliance with federal laws. The office manages NOAA's real and personal property assets that support its missions by providing strategic planning for asset disposal. These assets include satellites, research vessels, aircrafts used for hurricane chasing, autonomous undersea research vessels, supercomputers for oceanic research among others. The Audit and Information Management Office (AIMO) supports the implementation of the Inspectors General Act by managing complaints referred to NOAA from the Department of Commerce Office of Inspector General.

The objective outlined in the Performance Work Statement (PWS) is to secure a contractor who can provide comprehensive support services related to programs within both LOD (Logistics Operations Division) and AIMO. For LOD specifically, services will include data management, analysis, mining; pre/post audit services; internal control services; monitoring Construction Work in Progress activities; managing NOAA Heritage Assets; among others. For AIMO's scope of work involves conducting administrative inquiries related to OIG hotline referrals as well as developing Management Alerts when necessary.

This requirement seeks a contractor experienced in providing full-service support across these areas. The contractor will engage with customers through written or oral communication channels to enhance NOAA's logistics support initiatives' effectiveness/efficiency while ensuring compliance with relevant regulations.
