DOC NOAA - ARCHIBUS Implementation - MRAS

The U.S. Department of Commerce, through the General Services Administration (GSA), is conducting market research to support the National Oceanic and Atmospheric Administration (NOAA). This effort is focused on obtaining planning and implementation support services for the ARCHIBUS Total Infrastructure and Facilities Management System. NOAA's Office of the Chief Administrative Officer (OCAO) is spearheading this initiative to enhance facilities management across over 700 sites nationwide. By leveraging the ARCHIBUS solution, NOAA aims to streamline processes related to facilities asset life-cycle planning, operations, and maintenance.

NOAA's mission encompasses understanding changes in climate, weather, oceans, and coasts while conserving marine ecosystems. The OCAO plays a crucial role by providing technical guidance in areas such as Real Property Management and Facilities Operations. To achieve optimal business process standardization across its offices, OCAO has implemented a commercial-off-the-shelf (COTS) application ARCHIBUS TIFM Solution as an enterprise-wide system. This system facilitates efficient data access and management through a single integrated database, thus supporting both short-term functional planning and long-term strategic facility management.

The current requirement seeks ARCHIBUS support services for maintaining existing applications within the system as well as implementing new functionalities as needed. The contract will be structured as a firm fixed price agreement based on predetermined labor rates for specified categories. The implemented applications include Space Inventory, Occupancy, Enterprise Assets, Maintenance modules, Projects Management among others. As NOAA continues expanding its use of these tools, additional enhancements will be developed either by OCAO or other line offices within NOAA.

Work under this contract will primarily be performed remotely but may involve occasional travel to key locations such as Silver Spring Metro Center in Maryland or other regional centers like those in Seattle or Honolulu. The successful contractor will provide ongoing operation and maintenance support ensuring that all deployed applications function seamlessly while adapting them according to evolving organizational needs.
