Description

The General Services Administration (GSA), on behalf of the Department of Commerce (DOC), is conducting market research to support the National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland. NIST, a non-regulatory federal agency under the DOC, aims to promote innovation by advancing measurement science, standards, and technology. The current requirement focuses on ensuring the reliability and safety of NIST's power distribution system by conducting comprehensive transformer fluid analyses.

This solicitation seeks a qualified contractor to perform site-wide transformer fluid analyses over a base year with four optional performance years. The scope of work includes visual inspection of transformers, oil sampling, and detailed oil analyses such as Quality Oil Analyses, Dissolved Gas Analyses (DGA), and PCB testing for retro-filled transformers. This initiative is essential for identifying potential risks associated with arc flash, component failures, structural fires, and electric shocks.

Contractors are expected to provide all necessary resources including management personnel, labor force, materials, equipment, tools, and protective gear required for the successful execution of these tasks. Compliance with Federal, State, Local regulations as well as adherence to OSHA 1926 Safety and Health Regulations for Construction is mandatory. Additionally, contractors will need to prepare Activity Hazard Analyses (AHA) prior to commencing work and submit comprehensive reports detailing their findings along with recommendations.

The services are to be performed at NIST's facility during regular business hours from Monday through Friday. The contract period will include one base year followed by four optional years contingent upon satisfactory performance. Through this solicitation process facilitated by GSA's market research efforts via an RFI survey link provided in the document text above NIST aims to identify capable service providers who can ensure that its power distribution systems remain safe and efficient.
