Description

The General Services Administration (GSA), on behalf of the Department of Commerce (DOC), is conducting market research to identify capabilities related to providing specialized safety compliance services at the National Institute of Standards and Technology (NIST) Gaithersburg campus. The primary goal of this initiative is to ensure that NIST's critical laboratory, research, and engineering operations are supported by highly effective safety controls and equipment. This includes maintaining an extensive network of emergency equipment and chemical laboratory ventilation systems in compliance with federal occupational safety mandates.

The contract work involves comprehensive regulatory safety services, focusing on the annual inspection, testing, certified verification, and preventative maintenance for approximately 1,075 plumbed emergency units such as showers and eyewashes, as well as 525 laboratory fume hoods, 30 laminar flow hoods, and 50 ventilation snorkels. These services are crucial for safeguarding NIST personnel by ensuring all equipment operates correctly and meets stringent safety standards set forth by Occupational Safety and Health Administration (OSHA) regulations and National Fire Protection Association (NFPA) standards.

Specific tasks under this contract include annual inspections of emergency units in accordance with ANSI/ISEA Z358.1 standards; preventive maintenance activities like replacing degraded eyewash filters; quarterly flushing of emergency shower units to remove sediment; and annual verification of fume hoods per ANSI/AIHA Z9.5 standards. The contractor is expected to provide all necessary labor, supervision, tools, materials, regulatory backing, and technical expertise required for these tasks.

The place of performance will primarily be at the NIST Gaithersburg campus during regular business hours from Monday through Friday. The contract includes a base period from October 2026 through September 2027 with four additional option years extending through September 2031. This structured approach ensures continuous compliance with safety regulations while supporting the essential functions carried out within NIST's laboratories.
