DOC - NIST Micro-Boiler Maintenance Buildings, Gaithersburg, MD - MRAS

The Department of Commerce (DOC), in collaboration with the General Services Administration (GSA), is conducting market research to support the National Institute of Standards and Technology (NIST) at its Gaithersburg, Maryland campus. The primary goal of this initiative is to ensure the reliable operation of hot water generating boilers across multiple buildings through a comprehensive multi-year preventive maintenance and servicing contract. This effort aims to mitigate operational risks associated with boiler failures, especially in facilities where no backup systems are available, thereby ensuring uninterrupted operations year-round.

The contract seeks a qualified boiler servicing company located within the commuting area of NIST Gaithersburg. The selected contractor will be tasked with providing semi-annual preventive maintenance on specified boilers, focusing on ensuring they remain in optimal working condition. The scope of work includes routine checks, cleaning, and inspections of various components such as fans, burners, igniters, flame sensors, and heat exchangers. Additionally, combustion analysis will be conducted to ensure compliance with operational specifications.

Among the critical tasks outlined in the statement of work is the requirement for contractors to respond promptly within 24 hours to any out-of-service or repair calls for contracted equipment. This ensures minimal downtime and maintains operational continuity at NIST facilities. Contractors must also provide documentation such as factory training certificates for technicians and valid Washington Suburban Sanitary Commission (WSSC) Gas Cards for those servicing equipment under this contract.

Furthermore, all service activities must be meticulously documented with detailed reports submitted within a week of service completion. These reports should include information about each serviced boiler by manufacturer and location at NIST, along with technician details and dates of service.
