Description

The U.S. General Services Administration (GSA), on behalf of the Department of Commerce (DOC), is conducting market research to support the National Institute of Standards and Technology's Manufacturing Extension Partnership (NIST MEP). This initiative aims to bolster American manufacturing by providing manufacturers with essential tools, techniques, and resources through an extensive network of MEP Centers. The overarching goal is to enhance the competitiveness and productivity of U.S. manufacturers by adopting a data-driven approach that leverages advanced manufacturing technologies.

To achieve these objectives, NIST MEP seeks a comprehensive manufacturing data analysis and modeling tool or service. This tool will enable the organization to gain detailed insights into the U.S. manufacturing sector across various industry levels (NAICS codes), geographical areas (county and state), and occupational levels (SOC codes). The primary aim is to understand trends within the sector, anticipate changes, and prepare for future developments, thereby ensuring that NIST MEP remains an invaluable resource for U.S. manufacturers.

The required solution must be a web-based platform accessible via a site license, allowing users from both NIST MEP and MEP Centers to access aggregated data quickly from various reputable sources. This includes federal and state government datasets as well as proprietary data provided by the service provider. The tool should facilitate comprehensive analysis of key metrics such as establishment counts, employment numbers, supply chain mapping, etc., while enabling automatic generation and downloading of reports for strategic planning purposes.

Specific requirements for this contract include providing five individual licenses for access to the platform, ensuring flexibility in analyzing data at both national and sub-national levels down to 6-digit NAICS codes, as well as integrating multiple reputable data sources updated regularly throughout the year. The outputs generated should be versatile enough to support internal use within NIST MEP or dissemination across the broader MEP National Network for initiatives like market research, workforce development studies, strategic planning sessions, or targeted marketing efforts.
