Description

The General Services Administration (GSA), on behalf of the Department of Commerce (DOC), is conducting market research to support the Office of Facilities and Property Management (OFPM) at the National Institute of Standards and Technology (NIST). The main objective is to enhance the quality, consistency, and regulatory compliance of Job Hazard Analyses (JHAs) utilized in managing NIST's facility operations. These operations encompass maintenance, utilities, construction oversight, and custodial activities. By undertaking this initiative, OFPM aims to ensure that JHAs effectively identify hazards, define control measures, and mitigate occupational risks.

The work being requested involves a comprehensive evaluation of existing JHAs used by OFPM. The contractor will be responsible for independently assessing these analyses to benchmark them against federal and industry standards such as OSHA regulations, ANSI Z10, ISO 45001, and relevant NIST Suborders. This assessment will identify inconsistencies in format, hazard documentation, control identification, and risk evaluation within current JHAs. Based on these findings, the contractor will develop a standardized JHA template along with an implementation framework to guide future analyses.

In addition to creating a standardized template for JHAs, the contractor will also be tasked with developing an evaluation rubric and risk matrix. This will aid in identifying gaps between current practices and best practices as defined by regulatory standards. Furthermore, they are expected to provide implementation guidance along with training materials designed to improve hazard recognition across all OFPM operations at NIST's Gaithersburg, Maryland; Boulder; Colorado campuses; and at their own facility.

The place of performance for this project includes both on-site activities at NIST facilities such as kickoff meetings, staff interviews for data validation purposes and remote work from the contractor's location. Key deliverables include leadership briefings and supervisor training sessions aimed at enhancing regulatory compliance while ensuring consistent development and application of JHAs throughout OFPM's operational framework.
