Description

The Department of Commerce (DOC) is collaborating with the General Services Administration (GSA) to conduct market research for an innovative invoicing risk assessment tool. This initiative is part of the broader effort under the CHIPS and Science Act of 2022, which allocates $50 billion to bolster semiconductor research, development, and manufacturing in the United States. The CHIPS Incentives Program, authorized by Title XCIX of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 and subsequently amended by the CHIPS Act of 2022, aims to enhance America's competitiveness in semiconductor technology while investing in American workers.


The primary goal of this contract is to procure a federally compliant Commercial Off-The-Shelf (COTS) product solution that will serve as an auditing tool equipped with robust data protection capabilities. This solution is intended to support effective assessment and administration of invoices received under the CHIPS program. Key functionalities required include processing and analyzing large volumes of invoice data from both program recipients and internal sources, conducting advanced reporting for decision-making support, generating automated risk scores based on predefined criteria, and facilitating case management activities such as documentation tracking and resolution.


In addition to enhancing operational efficiency through automation and intelligent analysis, the proposed invoicing risk assessment tool will significantly increase oversight capacity and strengthen program integrity.
