DOC NIST - Gates and Barriers PMs, and Repairs - MRAS

The General Services Administration (GSA), on behalf of the Department of Commerce (DOC), is conducting market research to gather information for a potential contract. The primary goal of this initiative is to ensure the effective maintenance and operation of security gates and barriers at the National Institute of Standards and Technology (NIST) facilities in Boulder, Colorado, and Fort Collins. This effort supports the DOC's commitment to maintaining secure and operational environments at its research and development facilities.

The work requested involves performing preventative and corrective maintenance on various security installations, including four traffic gates, three rolling gates, two pop-up barriers at the Boulder campus, and an additional rolling gate at the Fort Collins site. The contractor will be responsible for coordinating with the Government Contracting Officer's Representative (COR) to schedule maintenance activities without disrupting daily operations. This includes tasks such as equipment shutdowns, safety checks, oil filter replacements, barrier top plate inspections, lubrication of bearings, checking for leaks or debris around mechanical components, and ensuring all control functions operate smoothly.

Additionally, contractors are expected to provide emergency response services in case any pop-up barriers become inoperable. Options for 24-hour and 48-hour response times are included to address urgent repair needs promptly. Contractors must also comply with specific safety requirements such as lockout/tagout procedures during equipment shutdowns and coordinating traffic lane closures with local police during maintenance activities to prevent accidents.

To successfully fulfill these requirements, contractors should have a comprehensive understanding of preventative maintenance practices for security systems as well as experience working within federal facilities' operational constraints. A pre-proposal site visit is mandatory to assess site conditions accurately before submitting proposals. Furthermore, contractors must adhere to all applicable safety regulations outlined by OSHA standards and NIST's internal safety protocols.
