DOC - NIST Gaithersburg (MD) Campus Roof Replacement/Repair BPA - MRAS

The U.S. Department of Commerce (DOC), through the General Services Administration (GSA), is conducting market research to identify potential contractors for a roofing services contract at the National Institute of Standards and Technology (NIST) campus in Gaithersburg, Maryland. NIST, established in 1901, is renowned as the nation's first federal physical science research laboratory and has a critical need to maintain its facilities to support its ongoing scientific research endeavors. The overarching goal of this solicitation is to ensure that the infrastructure at NIST remains safe, secure, and operationally efficient.

The work requested involves a comprehensive roofing replacement and repair project across several key buildings within the NIST campus. Specifically, the contract will cover Buildings 202, 205, 235, 303, 306, 309, 312 & 320. The awarded contractor will be responsible for executing firm-fixed-price task orders under a Multiple Award Task Order Contract (MATOC) structure. This ensures that each task order can be tailored specifically to address unique requirements or conditions pertaining to each building's roof replacement or repair needs.

Contractors are expected to adhere strictly to several special requirements during execution of this project. These include maintaining rigorous safety standards in compliance with Occupational Safety and Health Administration (OSHA) regulations and ensuring all work areas are cleaned meticulously after each day's work. Additionally, contractors must have qualified personnel on site at all times; this includes a Superintendent with decision-making authority and a certified Job Foreman who is an installer accredited by a recognized roofing manufacturer. Given the complexity of working around fume hood exhausts and other sensitive equipment at NIST facilities, adherence to safety protocols established by NIST's Office of Safety, Health, and Environment (OSHE) is paramount.

The period of performance for this contract spans five years with an initial base year followed by up to four additional one-year option periods. This extended timeline allows for flexibility in scheduling while accommodating any unforeseen delays due to adverse weather conditions or other factors impacting construction progress. The contractor's ability to provide high-quality roofing solutions while ensuring minimal disruption to NIST's operations will be critical in successfully fulfilling this contract's objectives.
