Description

The General Services Administration (GSA), on behalf of the Department of Commerce (DOC), is conducting market research to explore capabilities related to fire protection systems. The focus is on the National Institute of Standards and Technology (NIST) facilities located in Boulder, Colorado, and Fort Collins Radio Station. This initiative aims to ensure that these critical research and development sites maintain optimal safety standards through regular inspection, testing, maintenance, and repair of their fire protection systems. The project underscores the importance of safeguarding federal facilities that house vital scientific endeavors conducted by agencies such as NIST, NOAA, and NTIA.

The primary objective of this contract is to establish a comprehensive program for fire protection systems inspection, testing, maintenance, and repair at the specified DOC locations. A key component of this program is the appointment of an "impairment coordinator," who will oversee all activities related to fire safety measures. This individual will work closely with the Government Contracting Officer's Representative (COR) to ensure compliance with all relevant codes and manufacturer requirements. The contract outlines specific tasks including monthly, quarterly, semi-annual, and annual inspections as well as preventative maintenance for various fire systems such as fire alarms.

In detail, contractors are expected to adhere strictly to NFPA 72 standards for fire alarm systems during inspections and testing procedures. This includes performing visual inspections as per Table 14.3.1 and conducting tests following Table 14.4.3.2 guidelines from NFPA 72's Fire Alarm and Signaling Code. Additionally, any deficiencies identified during these processes must be reported with proposals for corrective actions submitted by the contractor to NIST for approval.

The work will be performed predominantly at NIST's Boulder campus but also extends to Fort Collins Radio Station under a Base+4 contract structure starting in 2026 through 2031. Contractors are expected to meet stringent requirements while coordinating closely with government representatives throughout the duration of this task order.
