Description

The Department of Commerce (DOC), in collaboration with the General Services Administration (GSA), is undertaking market research to assess capabilities related to the provision of Claude for Government licenses. This initiative stems from the National Institute of Standards and Technology's (NIST) identification of Anthropic's Claude as a crucial AI platform that enhances productivity and collaboration across its operations. The Office of Information Systems Management (OISM) has previously acquired Claude licensing for a NIST-wide pilot, and this procurement seeks to continue that access, ensuring that NIST can leverage both the general FedRAMP-authorized Claude for Government and its Advanced Models.

The scope of work involves the purchase of 500 Standard licenses for Claude, which will provide users with functionalities such as Chat, Claude Code, Cowork, and other knowledge worker capabilities. Additionally, there is a requirement for a NIST-wide pool of credits designed for accessing Claude's Advanced Models and tokens intended for API access. These resources are to be acquired on firm-fixed-price terms with specified Not to Exceed ceilings. The contractor is responsible for notifying the Contracting Officer's Representative (COR) when 75% usage thresholds are reached concerning Advanced Model Access credits and API Access tokens.

The tasks outlined require the contractor to supply specific line items including ClaudeEnterprise-2 in a per-seat format, along with pooled usage options under line items like ClaudeEnterprise-Usage-2 and Mtok-2. Billing will be conducted monthly based on prior month's usage with detailed invoice line items per product category. Security remains paramount; all cloud-based services provided under this contract must adhere to security control objectives rated at least "MODERATE" according to FIPS 199 standards.

This solicitation underscores NIST's commitment to maintaining cutting-edge AI capabilities through Anthropic's platform while ensuring compliance with federal security standards. Vendors interested in participating should ensure they have the capability to meet these requirements while maintaining feature parity between commercial offerings and FedRAMP-authorized services.
