DOC - NIST Boulder Solid Waste & Recycling Services - MRAS

The Department of Commerce (DOC), through the General Services Administration (GSA), is conducting market research to identify potential contractors capable of providing solid waste and recycling services at the National Institute of Standards and Technology (NIST) facilities in Boulder, Colorado. This initiative is managed by the Office of Facilities and Property Management (OFPM), which supports various DOC agencies including NOAA and NTIA. The overarching goal is to maintain a clean, safe, and sanitary environment for all staff involved in research, technical, and administrative programs.

The work involves regularly scheduled trash and recycling collection services at the NIST Boulder campus. The contractor will be responsible for establishing vehicle routes, determining bin sizes and locations, and setting collection schedules for both trash and recyclables. The contractor must ensure that no litter or waste remains within a 10-foot radius of containers after service completion. Additionally, they are tasked with furnishing adequate trash collection containers to prevent overflow while minimizing pickups.

In terms of specific requirements, the contractor must transport trash to an off-site disposal facility in compliance with local, state, and federal regulations. They are also required to notify the Contracting Officer's Representative if unauthorized materials such as hazardous waste or recyclables are found in trash containers. For recyclable materials, similar responsibilities apply concerning container sufficiency and schedule adjustments to avoid overflow.

The performance period for this contract includes a base year starting from July 2026 through June 2027 with options for four additional one-year periods. Regular business hours are specified as Monday through Friday from 6:30 AM to 5:00 PM Mountain Time. Any deviations from these hours must be pre-approved by the appropriate contracting officer representatives.
